Though I will not be in a force, forces should be who ever joins. If one kingdom has better people than the other, than tough, its realistic. Plus, they could do many other things and catch the better force off guard. Distributing would be horrible, and may pair up people who are often in conflicts, and not let people who are friends be paired up.

FoL brings a very good point.
Here's what I wanted to do:
First, we will let anyone join any kingdom but they will be restricted to a maximum of members. If after the registrations, a team a less members than the others, I'll try to balance it out. (7/7/7/4 would become 7/6/6/6).
I will probably ask all the newbies to do a stage, so I can know if they are newbie to COK or to DW...Then I will check every kingdoms to see if they are fair. If a team has a lot of newbie to DW, I might ask for an exchange of players, a good player of another team for a newbie.
At first, I will ask if someone would like to change, if no one answer, I will force someone at random and they would need a very good reason not to be forced. And defection won't be an option for them unless his new ruler is a total ass and he don't listen to anything being proposed to him.
During the tournaments, new members will only be able to join the kingdom with the less members. If some kingdoms have the same number of members, they will have to choose unless a team is much weaker than the other, in this case, he'll have to go to the weaker team.
With those methods, I'm sure nothing will happen like Wu or Shu is COK4 (Wu being very weak and Shu being overpowered for quite a while.)

No, Wu actually started out with either the most, or second to the most in terms of numbers. What made them weak, though, was because none of them actually showed up. Only Xiao and one or two others came back after the recruitment. I actually was going to be on Wu. Heh..am I glad I changed. ;D
