From the map, only the boarder cities can be seen.
A boarder city is defined as a city ruled by another ruler and is adjacent to the owned lands.
In other words, you can only see the owner of the neighboring cities. All other cities will appear in white from the kingdom map.
You can know the owner of any cities by sending a scout or an officer to report datas from the desired cities. Depending on the choices made by the ruler when sending the scout, more or less informations can be gathered from the city crossed during the trip.
But those informations will not be updated until new informations are gathered. So even if a far away city appears as from Wei in the map, it doesn't mean it is still owned by Wei...
