Kingdoms or players from any ranks will be able to hire spies.
Spies are able to get informations on anything but you will have to pay them the price they ask. There is no fixed price, you will have to negotiate with them to set a price.
For a low price, they will go in the targeted kingdom's board and will bring you back a piece of information at random.
For an average price, they will report you any rumors from the targeted kingdom's board.
And finally, for the high price, they will report you what you ask them to.
